A bill for an act
relating to capital investment; appropriating money for veteran housing developed
by Contained Solutions in certain cities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CONTAINED SOLUTIONS.

new text begin $96,000,000 in fiscal year 2023 is appropriated from the general fund to the Housing
Finance Agency for a grant to Contained Solutions, a 501(c)(3) nonprofit organization, to
acquire property, predesign, design, construct, engineer, furnish, equip, and operate four-plex
residences to be veteran owned and occupied and purchased by veterans with financial
assistance from the United States Department of Veterans Affairs home loan program. This
appropriation includes money for the addition of a commercial space in all of the properties
and a community center space on some of the properties. Eligible sites for use of this grant
include the cities of Alexandria, Brainerd, Duluth, Hibbing, Mankato, Minneapolis,
Moorhead, Ramsey, Rochester, St. Cloud, St. Paul, and Sauk Centre. If land is unavailable
for the development of residences in these cities, other cities may be selected by the grantee
based on proximity to a veterans affairs clinic and the presence of an identified homeless
population, including persons eligible for a veterans affairs home loan. No more than
$8,000,000 of this appropriation may be expended, encumbered, or otherwise obligated in
each city in which one or more qualifying properties is located. This appropriation is available
until the project is completed or abandoned, subject to Minnesota Statutes, section 16A.642.
This is a onetime appropriation.
