A bill for an act
relating to agriculture; establishing a micro farm premium assistance program;
appropriating money for grants and technical assistance.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MICRO FARM PREMIUM ASSISTANCE; APPROPRIATION.

new text begin $300,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of agriculture for grants to farmers participating in the United States Department of
Agriculture's micro farm risk management program. Grants are limited to $3,000 or two
years of a farmer's documented premium expenses, whichever is less. This is a onetime
appropriation and is available until July 1, 2024.

Sec. 2. new text begin TECHNICAL ASSISTANCE; APPROPRIATION.

new text begin $200,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of agriculture for grants of $100,000 each to the Hmong American Farmers Association
and the Latino Economic Development Center to provide technical assistance to farmers
regarding the United States Department of Agriculture's micro farm risk management
program and the micro farm premium assistance program. This is a onetime appropriation.
