A bill for an act
relating to human services; providing grants to nursing facilities; appropriating
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; NURSING FACILITY GRANTS.

new text begin (a) $....... in fiscal year 2023 is appropriated from the general fund to the commissioner
of human services for grants to nursing facilities. This is a onetime appropriation.

new text begin (b) To be eligible to receive a grant under this section, a nursing facility must apply to
the commissioner on the forms and according to the timelines established by the
commissioner. The commissioner must develop an expedited application process that
includes a form allowing applicants to meet the requirements of this section in as timely a
manner as possible. The commissioner must allow the use of electronic submission of
application forms and accept electronic signatures.

new text begin (c) An eligible nursing facility must receive a grant in an amount equal to half of the
facility's estimated lost revenue from March 15, 2020, to January 31, 2022.

new text begin (d) A nursing facility must attest to the commissioner that the grant money will be used
to:

new text begin (1) pay down debt accrued from March 15, 2020, to January 31, 2022;
new text end

new text begin (2) pay for steps taken to mitigate the effects of the COVID-19 pandemic; or
new text end

new text begin (3) hire or retain staff.

new text begin (e) A nursing facility that receives a grant under this section must prepare, and submit
to the commissioner upon request, a plan that specifies the total amount of grant money the
facility expects to receive and how that money will be used to meet the requirements of
paragraph (d).

new text begin (f) The commissioner must not treat grant money received under this section as an
applicable credit for the purposes of setting total payment rates under Minnesota Statutes,
chapter 256R.
