A bill for an act
relating to legacy; appropriating money from the clean water fund for grants to
counties to reduce discharges of perfluoroalkyl and polyfluoroalkyl substances
into Lake Superior.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GRANTS TO REDUCE DISCHARGES OF PFAS
INTO LAKE SUPERIOR.

new text begin (a) $....... in fiscal year 2023 is appropriated from the clean water fund to the
commissioner of the Pollution Control Agency to provide grants to counties within the Great
Lakes watershed or the Lake Superior watershed that discharge perfluoroalkyl and
polyfluoroalkyl substances (PFAS) into Lake Superior to reduce PFAS discharges through
projects to plan, design, engineer, construct, and line landfills; remediate existing
contamination; and prevent future contamination. Grants must be matched by at least 25
percent from sources other than the clean water fund. This is a onetime appropriation.

new text begin (b) The commissioner must develop a program to provide grants for the purposes
described in paragraph (a) on an ongoing basis. The commissioner must structure the program
in a way that facilitates and encourages the Clean Water Council to recommend appropriating
clean water fund money for the program in the future.
