A bill for an act
relating to capital investment; appropriating money for improvements to the sanitary
sewer system in the Garrison, Kathio, West Mille Lacs Lake Sanitary Sewer
District; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

KATHIO, WEST MILLE LACS LAKE SANITARY SEWER DISTRICT.

new text begin Appropriation; general fund. new text end

new text begin $3,800,000 in fiscal year 2021 is
appropriated from the general fund to the Public Facilities Authority for a grant to the
Garrison, Kathio, West Mille Lacs Lake Sanitary Sewer District to repair and replace lift
station control panels and to pay off previously incurred debt. This appropriation does not
require a nonstate match. This appropriation is onetime and is available until the project is
completed or abandoned, subject to Minnesota Statutes, section 16A.642.

proceeds fund to the Public Facilities Authority for a grant to the Garrison, Kathio, West
Mille Lacs Lake Sanitary Sewer District to acquire and install permanent generators to
power lift stations around Mille Lacs Lake.

new text begin To provide the money appropriated in subdivision 2 from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
