A bill for an act
relating to corrections; directing the commissioner of corrections to issue a grant
to a qualified nongovernmental organization to assist inmates in finding meaningful
employment after release from incarceration; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

PROPOSALS; GRANT.

new text begin (a) By September 1, 2022, the commissioner of corrections must issue a request for
proposals to identify a nongovernmental organization to provide curriculum and corporate
mentors to inmates and assist inmates in finding meaningful employment upon release from
a correctional facility.

new text begin (b) An interested organization must submit an application to the commissioner on a form
prescribed by the commissioner.

new text begin (c) By December 1, 2022, the commissioner shall award a $1,000,000 grant to the
applicant that is best qualified to provide the programming described in paragraph (a).

Sec. 2. new text begin APPROPRIATION; POSTRELEASE EMPLOYMENT FOR INMATES.

new text begin $1,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of corrections for the purpose of section 1.
