relating to environment; appropriating money for a new landfill in St. Louis County.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $4,000,000 in fiscal year 2023 is appropriated from the closed landfill investment
fund to the commissioner of the Pollution Control Agency for a grant to St. Louis County
under the solid waste capital assistance grants program under Minnesota Statutes, section
115A.54, for a new municipal solid waste landfill that will accept new waste and previously
processed waste from other landfills in the closed landfill program and prevent perfluoroalkyl
and polyfluoroalkyls substances (PFAS) and other contaminants from entering Lake Superior.
Money appropriated under this section may be used for property acquisition, permitting,
design engineering, construction, and construction engineering and administration for the
new landfill and for equipping the new landfill. The amount appropriated must be matched
by an equal amount of nonstate money and is available until June 30, 2024.
