A bill for an act
relating to judiciary; appropriating money for a grant to Beltrami County for
planning and developing a comprehensive mental health services program for
individuals under arrest or subject to arrest.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; DEVELOPMENT OF COMPREHENSIVE MENTAL
HEALTH SERVICES PROGRAM.

new text begin $....... in fiscal year 2023 is appropriated from the general fund to the commissioner of
human services for a grant to Beltrami County to fund the planning and development of a
comprehensive mental health services program for individuals under arrest or subject to
arrest in Beltrami County and northwestern Minnesota. Beltrami County shall use the grant
funds to convene project stakeholders and develop a sustainable integrated care model for
the provision of mental health and chemical dependency services for adults and children
under arrest or subject to arrest. Services provided by the care model must include inpatient
services, outpatient services, and community-based services. The care model must be
patient-centered and culturally competent, must be based on evidence-based practices, and
should have the capacity to be replicated in other areas of the state. This is a onetime
appropriation.
