A bill for an act
relating to public safety; establishing a permanent and philosophically balanced
task force to advise the legislature on DWI issues; appropriating money; proposing
coding for new law in Minnesota Statutes, chapter 169A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The
DWI Advisory Task Force consists of the following individuals:

new text begin (1) two members of the senate, one appointed by the majority leader and one appointed
by the minority leader;
new text end

new text begin (2) two members of the house of representatives, one appointed by the speaker of the
house and one appointed by the minority leader;
new text end

new text begin (3) a peace officer;
new text end

new text begin (4) a prosecutor;
new text end

new text begin (5) an assistant attorney general who is experienced in implied consent issues;

new text begin (6) a representative of the Department of Public Safety's Office of Traffic Safety or
Driver and Vehicle Services Division;
new text end

new text begin (7) a probation officer;
new text end

new text begin (8) a district court judge;
new text end

new text begin (9) a representative from Mothers Against Drunk Driving (MADD) Minnesota or
Minnesotans for Safe Driving; and
new text end

new text begin (10) four criminal defense attorneys, including both private attorneys and public
defenders.

new text begin (b) The commissioner of public safety shall appoint the members listed in paragraph
(a), clauses (3) to (10), and shall ensure that each person selected is knowledgeable about
DWI issues. The Department of Public Safety shall provide meeting space and support
services to the task force. The task force shall elect a chair from among its members. Section
15.059 applies to the task force except that it does not expire.

new text begin The task force shall meet on a regular
basis to discuss DWI-related issues. It shall stay apprised of emerging issues and make
recommendations to the legislature on changes to the law. In fulfilling its responsibilities,
the task force may invite individuals who are not members to participate in task force
discussions in a nonvoting capacity.
