A bill for an act
relating to children; establishing a Children's Cabinet working group on early
childhood programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CHILDREN'S CABINET WORKING GROUP ON EARLY CHILDHOOD
PROGRAMS.

new text begin Establishment; meetings. new text end

new text begin (a) The Children's Cabinet shall convene a
working group on early childhood programs.

new text begin (b) The current chair of the Children's Cabinet or the chair's designee shall serve as the
chair of the working group and must convene the first meeting of the working group by
September 15, 2018. The working group must meet periodically. The meetings must be
open to the public.

new text begin (a) The working group must study each of the key facts and findings
and recommendations made by the legislative auditor in its April 2018 evaluation report on
early childhood programs.

new text begin (b) The working group must solicit input from agencies represented on the Children's
Cabinet, early childhood program providers, child care providers, families accessing services
in Minnesota's early childhood programs, county and school officials, and other interested
stakeholders.

new text begin The members of the Children's Cabinet must provide technical
and administrative assistance to the working group upon request.

new text begin Recommendations; report. new text end

new text begin The working group must issue a report to the
governor and chairs and ranking minority members of the legislative committees with
jurisdiction over early childhood programs by January 15, 2019. The report must include
any draft legislation to make any recommended changes to the law to improve the
effectiveness of Minnesota's system of early childhood programs.
