A bill for an act
relating to public safety; enhancing penalties for offenses against protesters;
proposing coding for new law in Minnesota Statutes, chapter 609.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [609.216] INCREASED STATUTORY MAXIMUM SENTENCES FOR
OFFENSES AGAINST PROTESTERS.

new text begin A person who violates section 609.19, 609.195, 609.20, 609.205, 609.2112, or 609.2113
is subject to a statutory maximum penalty of 25 percent longer than the maximum penalty
otherwise applicable if the person knows that the victim is engaged in a protest at the time
of the offense.

new text begin This section is effective August 1, 2018, and applies to violations
committed on or after that date.

Sec. 2.

STATUTORY MAXIMUM SENTENCE.

maximum penalty of 25 percent longer than the maximum penalty otherwise applicable if
the person knows that the victim is engaged in a protest at the time of the assault.
