A bill for an act
relating to education; directing the commissioner of education to plan for
restructuring Minnesota's teacher licensure system.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Department of Education planning activities. new text end

new text begin (a) The commissioner
of education shall undertake planning activities within the meaning of paragraph (b) to
prepare for implementation of the recommendations reported by the bipartisan 2016
legislative study group on educator licensure. Plans must be developed so that following
legislative enactment, the commissioner is prepared to begin issuing teacher licenses under
the restructured system. The commissioner shall not adopt rules without specific legislative
authorization.

new text begin (b) Planning activities include, but are not limited to: (1) identifying changes in existing
statutes and rules that must be enacted or adopted in order to achieve conformity with study
group recommendations; and (2) analyzing potential changes to procedures, contracts,
computer programs, and department operations necessary for implementation.

appear upon request before the legislative committees with jurisdiction over education
policy and testify concerning progress and results of planning activities and fiscal impacts.

appropriations.
