relating to game and fish; creating Mille Lacs single walleye license; appropriating
money; proposing coding for new law in Minnesota Statutes, chapter 97C.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Notwithstanding any catch and release restrictions imposed
during an open season for walleye on Lake Mille Lacs, a person who has a Mille Lacs single
walleye license issued under this section may take a single walleye by angling from Lake
Mille Lacs.

new text begin Notwithstanding section 97C.325, if the
commissioner imposes catch and release restrictions during all or part of an open season
for walleye on Lake Mille Lacs, the commissioner must make 20,000 Mille Lacs single
walleye licenses available under this section.

new text begin Eligibility. new text end

new text begin Eligibility for a Mille Lacs single walleye license is determined by
this section and by rule adopted by the commissioner. Both residents and nonresidents are
eligible for a license under this section.

new text begin One application per season. new text end

new text begin A person may not make more than one application
for a Mille Lacs single walleye license each season. If a person makes more than one
application per season, the person is ineligible for a license for the season after determination
by the commissioner, without a hearing.

new text begin Application for license. new text end

new text begin An application for a Mille Lacs single walleye license
must be made in a manner provided by the commissioner and accompanied by a $4
application fee. The $4 application fee is appropriated as prescribed in section 84.027,
subdivision 15, paragraph (c), to pay for costs associated with conducting the Mille Lacs
single walleye license drawing.

new text begin The commissioner must conduct a separate selection for 60 percent
of the Mille Lacs single walleye licenses to be issued in a season to residents.

new text begin The fee for a license issued under this section is $10. The proceeds of the
fee are appropriated to the commissioner for stocking Lake Mille Lacs with walleye
fingerlings purchased from the private sector.

new text begin A license issued under this section expires when the catch and
release restrictions expire or the license holder takes a single walleye from Lake Mille Lacs
by angling, whichever occurs first.
