relating to human services; modifying requirements for information for child care
license holders; appropriating money; amending Minnesota Statutes 2017
Supplement, section 245A.1434.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2017 Supplement, section 245A.1434, is amended to read:


245A.1434 INFORMATION FOR CHILD CARE LICENSE HOLDERS.

new text begin (a) new text end The commissioner shall inform family child care and child care center license holders
on a timely basis of changes to state and federal statute, rule, regulation, and policy relating
to the provision of licensed child care, the child care assistance program under chapter 119B,
the quality rating and improvement system under section 124D.142, and child care licensing
functions delegated to counties. Communications under this deleted text begin sectiondeleted text end new text begin paragraphnew text end shall include
information to promote license holder compliance with identified changes. Communications
under this deleted text begin sectiondeleted text end new text begin paragraphnew text end may be accomplished by electronic means and shall be made
available to the public online.

new text begin (b) Each year, the commissioner shall provide each child care licensee with a booklet
containing the compiled statutes and rules that pertain to child care licensing and regulation,
at no cost to the licensee.

new text begin (c) The commissioner shall develop a comprehensive child care regulation handbook,
updated each year in which changes are made to statutes or rules pertaining to child care
licensing and regulation, that provides all information and requirements related to child care
licensing and regulation contained in the statutes and rules in clear and plain language, as
defined in section 256.016. The commissioner shall make this handbook available to the
public online and shall provide each child care licensee with one physical copy of the
handbook, at no cost to the licensee, each year in which the handbook is updated.
