A bill for an act
relating to emergency and public safety communications; establishing training
requirements for 911 telecommunicators and dispatchers; amending Minnesota
Statutes 2016, section 403.06, by adding a subdivision; proposing coding for new
law in Minnesota Statutes, chapter 403.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.

[403.041] TRAINING REQUIREMENT FOR 911
TELECOMMUNICATORS AND DISPATCHERS.

A county or other governmental agency that operates a public safety answering point
must ensure that all 911 telecommunicators and dispatchers at the county's or agency's
public safety answering point who directly dispatch 911 emergency response teams are
trained in high-quality telephone cardiopulmonary resuscitation. The training must:

(1) follow the most current, nationally recognized guidelines for emergency
cardiovascular care;

(2) incorporate recognition protocols for out-of-hospital cardiac arrest;

(3) incorporate training in compression-only cardiopulmonary resuscitation; and

(4) be periodically reinforced through continuing education.

Sec. 2.
Minnesota Statutes 2016, section 403.06, is amended by adding a subdivision to
read:

Monitoring and enforcement of 911 telecommunicator and dispatcher
training requirements.

The commissioner must establish procedures to monitor compliance
by counties and other governmental agencies that operate a public safety answering point
with the training requirements for 911 telecommunicators and dispatchers under section
403.041. The commissioner may reduce the amount of money distributed under section
403.113, subdivision 2, to a county or other governmental agency that does not comply with
the requirements of section 403.041.
