A bill for an act
relating to capital investment; appropriating money for education learning centers
in Willmar, Marshall, and Windom; authorizing the sale and issuance of state
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $10,000,000 is appropriated from the bond proceeds
fund to the commissioner of education for a grant to Independent School District No. 347,
Willmar public schools to predesign, design, construct, furnish, and equip a regional
education learning center in the city of Willmar, in collaboration with the Southwest West
Central Service Cooperative, organized under Minnesota Statutes, section 123A.21, to meet
requirements to deliver federal setting IV special services to schools in the region. This
appropriation does not require a nonstate match.

the commissioner of education for a grant to Independent School District No. 413, Marshall
public schools to predesign, design, construct, furnish, and equip a renovation of West Side

Service Cooperative, organized under Minnesota Statutes, section 123A.21, to meet
requirements to deliver federal setting IV special services. This appropriation does not
require a nonstate match.

requirements to deliver federal setting IV special services. This appropriation does not
require a nonstate match.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $32,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
