A bill for an act
relating to workforce development; appropriating money for Somali young adult
and youth job training and workforce development.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SOMALI YOUNG ADULT AND YOUTH JOB TRAINING AND
WORKFORCE DEVELOPMENT; APPROPRIATION.

new text begin (a) $....... in fiscal year 2019 is appropriated from the general fund to the Board of
Directors of the Minnesota Humanities Center for a grant to the Afro American Development
Association for Somali young adult and youth job training and workforce development.
The purpose of the grant is to provide internship and mentorship opportunities to aid Somali
youth and young adults to build job skills and create pathways to future private and public
sector employment.

new text begin (b) The Afro American Development Association may award grants for similar work
to organizations that demonstrate:

new text begin (1) experience in providing job skills training and workforce development services to
Somali communities;
new text end

new text begin (2) a history of successful past collaboration with culturally specific job skills training
and workforce development community initiatives; and
new text end

new text begin (3) the ability to provide workforce cultural awareness programs to local units of
government and private sector employers.

new text begin (c) By January 15, 2020, the Board of Directors of the Minnesota Humanities Center
must submit a report to the chairs and ranking minority members of the committees of the
house of representatives and the senate having jurisdiction over economic development that
details the use of grant funds. This is a onetime appropriation.
