A bill for an act
proposing an amendment to the Minnesota Constitution, article XIV, section 13;
modifying allocation of certain motor vehicle sales tax revenue; amending
Minnesota Statutes 2016, section 297B.09, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

ARTICLE 1

CONSTITUTIONAL AMENDMENT

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, article XIV, section 13, will read:

Sec. 13.

The revenue apportioned in section 12 must be allocated for the following
transportation purposes: not deleted text begin moredeleted text end new text begin lessnew text end than deleted text begin 60deleted text end new text begin 70new text end percent must be deposited in the highway
user tax distribution fund, and not deleted text begin lessdeleted text end new text begin morenew text end than deleted text begin 40deleted text end new text begin 30new text end percent must be deposited in a fund
dedicated solely to public transit assistance as defined by law.

Sec. 2. new text begin SUBMISSION TO VOTERS.

new text begin The proposed amendment must be submitted to the people at the 2018 general election.
The question submitted must be:

new text begin "Shall the Minnesota Constitution be amended to require that beginning January 1, 2020,
no less than 70 percent of the revenue from a tax imposed by the state on the sale of a new
or used motor vehicle be apportioned for highway purposes?

ARTICLE 2

CONFORMING CHANGES

Section 1.

Minnesota Statutes 2016, section 297B.09, subdivision 1, is amended to read:


Subdivision 1.

Deposit of revenues.

(a) Money collected and received under this chapter
must be deposited as provided in this subdivision.

(c) It is the intent of the legislature that the allocations under paragraph (b) remain
