A bill for an act
relating to health care; extending medical assistance coverage for supported
employment services; amending Minnesota Statutes 2016, section 256B.0625, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 256B.0625, is amended by adding a subdivision
to read:

new text begin Supported employment services. new text end

new text begin (a) Medical assistance covers supported
employment services for a recipient with barriers to employment. For purposes of this
subdivision, "supported employment services" means the provision of the following services:

new text begin (1) an initial evaluation to assess a recipient's abilities and barriers to employment,
including child care or transportation issues;

new text begin (2) assistance in finding employment, including assistance in resume writing, interview
preparation, and job search techniques; and
new text end

new text begin (3) providing ongoing support necessary to sustain employment, including communicating
any special needs to an employer, preparing for career advancement, and getting necessary
additional education or training.

new text begin (b) Recipients who may be eligible for these services shall be referred to the commissioner
or the managed care organization by the recipient's primary care provider or, if applicable,
the recipient's behavioral health home, or by another provider at point of care. At the time
of referral, the provider may provide information on the availability of these services as
well as information on links to resources available on other work support or employment
assistance services.

new text begin (c) The commissioner or managed care organization may contract with a nonprofit
organization to provide all or part of these services to eligible recipients.

new text begin (d) The commissioner shall seek all federal Medicaid waivers necessary, including
section 1115 and 1915(b) waivers to receive federal funding for the support of employment
services described under this subdivision.
