A bill for an act
relating to education; amending the eligibility for the collaborative urban and
greater Minnesota educators of color grant program; providing for hiring bonuses;
amending Minnesota Statutes 2018, section 123B.02, by adding a subdivision;
Minnesota Statutes 2019 Supplement, section 122A.635, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2019 Supplement, section 122A.635, subdivision 1, is
amended to read:


Subdivision 1.

Establishment.

The Professional Educator Licensing and Standards
Board must award competitive grants to increase the number of teacher candidates of color
or who are American Indian, and meet the requirements for a Tier 3 license under section
122A.183. Eligibility for a grant under this section is limited to deleted text begin public or private higher
education institutions that offer a

Professional Educator Licensing and Standards Board.

Sec. 2.

Minnesota Statutes 2018, section 123B.02, is amended by adding a subdivision to
read:

new text begin A school board may give a new employee a hiring bonus,
including but not limited to a teacher licensed in or working in a shortage area as defined
in section 122A.06, subdivision 6. A school board must establish criteria for the repayment
of a hiring bonus if the employee does not complete two years of teaching in the district.
