  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to create the Minnesota Shubert arts and education 
  1.4             center; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA SHUBERT ARTS AND EDUCATION CENTER.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $8,000,000 is appropriated 
  1.8   from the bond proceeds fund to the commissioner of 
  1.9   administration for a grant to the city of Minneapolis to design, 
  1.10  renovate, construct, furnish, and equip the Minnesota Shubert 
  1.11  arts and education center.  This appropriation is not available 
  1.12  until the commissioner has determined that the necessary 
  1.13  additional financing to complete a project with a total cost of 
  1.14  at least $27,000,000 has been committed by nonstate sources.  
  1.15  The city may enter into a lease or management agreement with a 
  1.16  nonprofit organization to operate an educational arts program at 
  1.17  the center, subject to Minnesota Statutes, section 16A.695. 
  1.18     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.19  this act from the bond proceeds fund, the commissioner of 
  1.20  finance shall sell and issue bonds of the state in an amount up 
  1.21  to $8,000,000 in the manner, upon the terms, and with the effect 
  1.22  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.23  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
