A bill for an act
relating to human services; increasing rates and appropriating money for mental
health adult day treatment programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

TREATMENT RATE INCREASE.

new text begin The commissioner of human services must increase the reimbursement rate for mental
health adult day treatment by 50 percent over the reimbursement rate in effect on December
31, 2022.

new text begin This section is effective January 1, 2023, or 60 days following
federal approval, whichever is later.

Sec. 2. new text begin APPROPRIATION; MENTAL HEALTH ADULT DAY TREATMENT.

new text begin (a) $....... in fiscal year 2023 is appropriated from the state fiscal recovery federal fund
to the commissioner of human services for a grant to mental health adult day treatment
providers.

new text begin (b) For the purposes of this act, "state fiscal recovery federal fund" means funds received
by the state from the state fiscal recovery fund in the American Rescue Plan Act, Public
Law 117-2. This is a onetime appropriation and must be used to maintain mental health
adult day treatment services until a rate increase begins on January 1, 2023, or upon federal
approval, whichever is later.
