A resolution
 urging Congress and the President of the United States to pass H.R. 1384 to define as
veterans former members of the National Guard who served in the National Guard
for 20 or more years and are entitled to retired pay for nonregular service, regardless
of whether they served 180 continuous days of active duty service.

WHEREAS, members of the National Guard perform an invaluable role as citizen soldiers
and are an important component of our overall force structure; and

WHEREAS, National Guard members support the active duty component by responding in
times of national emergency, standing ready to be called to active duty service, and deploying to
overseas missions in times of need; and

WHEREAS, National Guard members answer the call to serve when natural disasters
and states of emergency happen; and

WHEREAS, under current Title 38 of the United States Code, a National Guard member is
not defined as a veteran unless the National Guard member has served a period of 180 continuous
days of active duty service; NOW, THEREFORE,

BE IT RESOLVED by the Legislature of the State of Minnesota that it urges the Congress
of the United States to pass and the President of the United States to sign H.R. 1384 that defines
as veterans former members of the National Guard who served in the National Guard for 20 or
more years and are entitled to retired pay for nonregular service, regardless of whether they served
180 continuous days of active duty service.

BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
directed to prepare copies of this memorial and transmit them to the President of the United
States, the President and the Secretary of the United States Senate, the Speaker and the Clerk of
the United States House of Representatives, the chair of the Senate Committee on Energy and
Natural Resources, the chair of the House Committee on Natural Resources, and Minnesota's
Senators and Representatives in Congress.
