  1.1                          A bill for an act 
  1.2             relating to the legislature; authorizing a legislative 
  1.3             commission on Minnesota-Ontario matters; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 3.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [3.884] [LEGISLATIVE COMMISSION ON 
  1.8   MINNESOTA-ONTARIO MATTERS.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] The legislative advisory 
  1.10  commission on Minnesota-Ontario matters consists of 12 Minnesota 
  1.11  members appointed as provided in subdivision 2, with the intent 
  1.12  of meeting with a like commission of Ontario citizens appointed 
  1.13  as provided by the appropriate government authority of Ontario 
  1.14  for the purpose of making recommendations regarding 
  1.15  Minnesota-Ontario issues of mutual interest.  A report and 
  1.16  appropriate recommendations must be made annually to the 
  1.17  appointing bodies. 
  1.18     Subd. 2.  [MINNESOTA APPOINTEES.] Six of the Minnesota 
  1.19  members must be appointed by the speaker of the house, three 
  1.20  from among the members of the house of representatives and three 
  1.21  from Minnesota citizens with interest in and knowledge of 
  1.22  Minnesota-Ontario issues; and six members appointed by the 
  1.23  subcommittee on committees of the committee on rules and 
  1.24  administration of the senate, three from among the members of 
  1.25  the senate and three from Minnesota citizens with an interest in 
  2.1   and knowledge of Minnesota-Ontario issues. 
  2.2      Subd. 3.  [TERMS.] Minnesota legislative members serve for 
  2.3   the term of the legislative office to which they were elected.  
  2.4   The terms, compensation, and removal of the nonlegislative 
  2.5   members of the commission are as provided in Minnesota Statutes, 
  2.6   section 15.059.  The commission expires June 30, 2004. 
  2.7      Subd. 4.  [OFFICERS.] The Ontario section and the Minnesota 
  2.8   section shall each elect a chair and a co-chair from their 
  2.9   respective memberships.  The Ontario chair shall conduct joint 
  2.10  meetings held in Canada, and the Minnesota chair shall conduct 
  2.11  joint meetings held in the United States.  The commission at 
  2.12  large shall elect a secretary. 
  2.13     Subd. 5.  [STAFF.] The commission may hire the staff 
  2.14  necessary to carry out its duties. 
  2.15     Sec. 2.  [APPROPRIATION.] 
  2.16     $150,000 is appropriated from the general fund to the 
  2.17  Minnesota contingent of the commission established in section 1 
  2.18  in fiscal year 2000 for expenses of the Minnesota members of the 
  2.19  commission established in section 1. 
  2.20     Sec. 3.  [EFFECTIVE DATE; CONTINGENCY.] 
  2.21     Sections 1 and 2 are effective the day after a like 
  2.22  commission is authorized by the appropriate authority of the 
  2.23  government of Ontario.
