A bill for an act
relating to transportation; authorizing the issuance of a special permit for hauling
sugar beets on certain roads in East Grand Forks; requiring a report; proposing
coding for new law in Minnesota Statutes, chapter 169.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) A relevant road authority
may issue a special permit authorizing a vehicle or combination of vehicles to transport up
to 122,000 pounds of sugar beets on the following roads in East Grand Forks:

(1) U.S. Highway 2, also known as Gateway Drive, for approximately 1.2 miles from
the North Dakota border to Fifth Avenue Northeast;

(2) Fifth Avenue Northeast, for approximately 0.9 miles from U.S. Highway 2 to Business
Highway 2; and

(3) Business Highway 2 for approximately 0.3 miles from Fifth Avenue Northeast to
the sugar beet processing facility gate on Business Highway 2.

(b) A vehicle or combination of vehicles operating under this section is not subject to
the vehicle weight limitations set forth in section 169.824 or the axle limitations set forth
in section 169.828.

Permits issued under this section expire on June 30,
2027.

By January 1, 2028, relevant road authorities
issuing permits under this section must submit a report to the chairs and ranking minority
members of the legislative committees with jurisdiction over transportation finance and
policy. The report must evaluate (1) the impact of the increased weight limits on the roads
specified in subdivision 1, and (2) whether such permits for sugar beet hauling should be
authorized in the future.

The fee for permits issued under this section is $60 per year as provided
in section 169.86, subdivision 5.
