A bill for an act
relating to capital investment; appropriating money for replacement of the Randolph
Avenue bridge in the city of St. Paul; authorizing the sale and issuance of state
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,500,000 is appropriated from the bond proceeds
account in the state transportation fund to the commissioner of transportation for a grant to
the city of St. Paul to design, acquire right-of-way, construct a replacement for Randolph
Avenue Bridge No. 7272 over the Union Pacific Railroad, and reconstruct and rehabilitate
Randolph Avenue, east of and through its intersection with CSAH 37 (Shepard Road) in
St. Paul. This appropriation includes money for internal staff costs, right-of-way acquisition,
design, project administration, engineering and inspection, and construction of bridge and
roadway, including but not limited to railroad permitting and development costs, railroad
realignment and profile modification, railroad flagging, internal force account work, retaining
walls, slope stabilization, temporary access, and maintenance of traffic, trails and sidewalks,
signals, lighting, sewer utility, water utility, and other utilities and public infrastructure on
Randolph Avenue east of and through its intersection with CSAH 37 (Shepard Road).

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $3,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
