  1.1                             A resolution
  1.2             memorializing Congress to direct the Federal Aviation 
  1.3             Administration to release revenue from airport impact 
  1.4             zone bonds. 
  1.5      
  1.6      WHEREAS, the community of Richfield, Minnesota, has 
  1.7   suffered the negative effects of airport noise for many years; 
  1.8   and 
  1.9      WHEREAS, the decision to keep the airport at its present 
  1.10  location and to expand it will only increase the harm to the 
  1.11  citizens of Richfield; and 
  1.12     WHEREAS, efforts to mitigate airport noise should therefore 
  1.13  have the highest priority; and 
  1.14     WHEREAS, the construction of the new north/south runway in 
  1.15  particular creates a unique and complex situation; and 
  1.16     WHEREAS, in 1999, the legislature enacted Laws of Minnesota 
  1.17  chapter 243, article 16, section 35, creating the airport impact 
  1.18  zone in the city of Richfield; and 
  1.19     WHEREAS, that law required the Metropolitan Airports 
  1.20  Commission to issue $30 million in bonds for noise mitigation at 
  1.21  the Minneapolis-St. Paul International Airport; and 
  1.22     WHEREAS, the bonds were required to be secured by increased 
  1.23  bonding fees at the airport; and 
  1.24     WHEREAS, in order for the bond proceeds to be used for 
  1.25  their intended purpose, the Federal Aviation Administration must 
  2.1   allow the revenue to be released; NOW, THEREFORE, 
  2.2      BE IT RESOLVED by the Legislature of the State of Minnesota 
  2.3   that it urges the Congress of the United States to take action 
  2.4   to direct the Federal Aviation Administration to release the 
  2.5   revenue from airport impact zone bonds so that the revenue may 
  2.6   be used for its intended purpose. 
  2.7      BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.8   State of Minnesota is directed to prepare copies of this 
  2.9   memorial and transmit them to the chair of the Senate Committee 
  2.10  on Commerce, Science, and Transportation, the chair of the House 
  2.11  Committee on Transportation and Infrastructure, and Minnesota's 
  2.12  Senators and Representatives in Congress.
