  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 18C.005, 
  1.8   subdivision 33, is amended to read: 
  1.9      Subd. 33.  [SOIL AMENDMENT.] "Soil amendment" means a 
  1.10  substance intended to improve the structural, physical, or 
  1.11  biological characteristics of the soil or modify organic matter 
  1.12  at or near the soil surface, except fertilizers, agricultural 
  1.13  liming materials, class I compost, pesticides, and other 
  1.14  materials exempted by the commissioner's rules.
