  1.1                          A bill for an act 
  1.2             relating to reemployment compensation; providing 
  1.3             additional benefits for certain individuals on layoff 
  1.4             from a certain employer; providing an exemption from 
  1.5             certain requirements. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [EXEMPTION FROM ADDITIONAL BENEFITS 
  1.8   REQUIREMENTS.] 
  1.9      Notwithstanding Minnesota Statutes, section 268.125, an 
  1.10  applicant is eligible to receive additional benefits for any 
  1.11  week under Minnesota Statutes, section 268.125, if: 
  1.12     (1) the applicant was laid off due to lack of work from the 
  1.13  Hennepin Paper Company in Morrison county; 
  1.14     (2) the applicant is a member of a group certified on May 
  1.15  4, 1999, under the North American Free Trade Agreement or the 
  1.16  Trade Adjustment Act as having been impacted by foreign imports; 
  1.17     (3) the applicant has exhausted all rights to regular 
  1.18  benefits under Minnesota Statutes, section 268.07, and does not 
  1.19  qualify for a new benefit account under Minnesota Statutes, 
  1.20  section 268.07, and is not entitled to receive unemployment 
  1.21  benefits under any other state or federal law; 
  1.22     (4) the applicant is presently attending training or is on 
  1.23  vacation from training pursuant to the North American Free Trade 
  1.24  Agreement or the Trade Adjustment Act; 
  1.25     (5) the applicant has filed a continued request for 
  2.1   benefits under Minnesota Statutes, section 268.086, for the 
  2.2   week; 
  2.3      (6) a majority of the applicant's wage credits were from 
  2.4   the Hennepin Paper Company; 
  2.5      (7) the applicant is not subject to a disqualification 
  2.6   under Minnesota Statutes, section 268.095; and 
  2.7      (8) the applicant meets the eligibility requirements under 
  2.8   Minnesota Statutes, section 268.085, except for subdivision 1, 
  2.9   clause (2). 
  2.10     The disqualification provisions under Minnesota Statutes, 
  2.11  section 268.095, apply to this section. 
  2.12     The applicant's weekly additional benefit amount shall be 
  2.13  the same as the applicant's weekly benefit amount under 
  2.14  Minnesota Statutes, section 268.07. 
  2.15     The maximum amount of the additional benefits available 
  2.16  shall be 18 times the applicant's weekly benefit amount under 
  2.17  Minnesota Statutes, section 268.07. 
  2.18     Additional benefits under this section are payable from the 
  2.19  fund. 
  2.20     Sec. 2.  [EXPIRATION.] 
  2.21     Section 1 expires January 1, 2001. 
  2.22     Sec. 3.  [EFFECTIVE DATE.] 
  2.23     Section 1 is effective the day following final enactment.
