A bill for an act
relating to transportation; requiring MnDOT to conduct a pilot project to incorporate
crumb rubber in asphalt mix; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CRUMB RUBBER PILOT PROJECT.

new text begin The commissioner of transportation must establish a pilot project to test the use of an
asphalt mix that incorporates crumb rubber from scrap tires. By February 1, 2020, the
commissioner must report to the chairs and ranking minority members of the legislative
committees with jurisdiction over transportation on the following:

new text begin (1) the location or locations of the testing;
new text end

new text begin (2) the method or methods of incorporating crumb rubber into the asphalt mix;
new text end

new text begin (3) a comparison of the cost of using crumb rubber asphalt mix versus the conventional
asphalt mix; and

new text begin (4) an evaluation of the performance of the crumb rubber test sections compared with
the conventional asphalt mix.
