  1.1                          A bill for an act 
  1.2             relating to education; providing for a pilot project 
  1.3             for the independent review of parental involvement 
  1.4             programs; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 124D. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124D.8951] [PILOT PROJECT FOR REVIEW OF 
  1.8   PARENTAL INVOLVEMENT PROGRAMS.] 
  1.9      Subdivision 1.  [PARENTAL REVIEW POLICY.] A school board 
  1.10  may develop and implement a two-year pilot project developing a 
  1.11  school district parental involvement policy according to United 
  1.12  States Code, title 20, section 6319.  The board must use a 
  1.13  district parental involvement review committee established under 
  1.14  subdivision 2 to assist in developing the policy. 
  1.15     Subd. 2.  [PARENTAL INVOLVEMENT REVIEW COMMITTEE.] A school 
  1.16  board must establish a district parental involvement review 
  1.17  committee and each school may develop a school parental 
  1.18  involvement committee according to United States Code, title 20, 
  1.19  section 6319, to evaluate the programs and strategies used by 
  1.20  the district and its schools to involve parents meaningfully in 
  1.21  the educational process, including, but not limited to, 
  1.22  evaluation of the instruction and curriculum policy and process 
  1.23  under section 120B.11, parental involvement programs under 
  1.24  section 124D.895, and according to United States Code, title 20, 
  1.25  section 6319.  A parental involvement review committee shall be 
  2.1   comprised of teachers and parents with at least two-thirds of 
  2.2   the board being parents of students attending school in the 
  2.3   district for a district parental involvement review board or 
  2.4   parents of students attending the school establishing the school 
  2.5   parental involvement review board.  The school district shall 
  2.6   provide technical or other assistance to a committee.  
  2.7      Subd. 3.  [NOTIFICATION OF PARTICIPATION.] A district shall 
  2.8   notify the commissioner of children, families, and learning, on 
  2.9   a form developed by the commissioner, that it is participating 
  2.10  in the pilot project.  The commissioner shall provide 
  2.11  assistance, if requested, to a district school board to develop 
  2.12  and implement a district parental involvement review committee, 
  2.13  and to a school to develop and implement a school parental 
  2.14  involvement review committee. 
  2.15     Subd. 4.  [REPORT.] The district parental involvement 
  2.16  review committee, and a school parental involvement review 
  2.17  committee, if any, shall report on the effectiveness of parental 
  2.18  involvement in the school district and make any recommendations 
  2.19  by March 1 each school year to the school board.  The school 
  2.20  board shall develop a standard reporting form for a parental 
  2.21  review committee.  The school board shall make a report 
  2.22  including information from the parental involvement review 
  2.23  committee or committees to the commissioner of children, 
  2.24  families, and learning. 
  2.25     [EFFECTIVE DATE.] This section is effective the day 
  2.26  following final enactment and applies to the 2003-2004 and 
  2.27  2004-2005 school years.
