A bill for an act
relating to higher education; requiring the commissioner of the Office of Higher
Education to conduct a performance measurement study.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PERFORMANCE MEASUREMENT STUDY.

new text begin (a) The commissioner of the Office of Higher Education, in consultation with higher
education segments and appropriate stakeholders, shall study and develop student success
metrics by program for eligible postsecondary institutions participating in state aid programs
under Minnesota Statutes, chapter 136A. The purpose of the metrics are to better inform
students and their families of the degree to which institutions adopt policies and practices
that promote affordability and timely student success, and highlight expected workforce
outcomes. The student success metrics should be disaggregated by demographics identified
by the commissioner, including race and ethnicity, in order to meet the state's goal of
eliminating educational attainment disparities across all race groups under Minnesota
Statutes, section 135A.012, subdivision 5. At a minimum, the metrics should address the
following key issues:

new text begin (3) elimination of racial disparities;

new text begin (4) likelihood of employment and wages; and
new text end

new text begin (5) allow for program and institutional performance comparisons with the performance
of peer programs and institutions with similar missions and characteristics.

new text begin (b) No later than January 1, 2022, the commissioner shall submit a report to the chairs
and ranking minority members of the legislative committees with jurisdiction over higher
education describing the results of the study, specifying the student success measures, and
identifying data items for each performance measure. Following the submission of the
commissioner's report to the chairs and ranking minority members of the legislative
committees with jurisdiction over higher education on January 1, 2022, institutions
participating in programs under Minnesota Statutes, sections 136A.121 and 136A.1701, are
required to annually submit the data items identified by the commissioner in the report in
order for the commissioner to publish the metrics.
