A bill for an act
relating to public safety; appropriating grant funds to support the Somali
community.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SOMALI YOUTH AND COMMUNITY
RESILIENCE.

new text begin (a) $2,000,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of public safety for a grant to an organization, such as Youthprise that
supports the Somali Youth Development Fund, that supports positive youth development,
community engagement, legal services, and capacity building for community-based
organizations serving Somali youth, including youth engagement, prevention, and
intervention activities that help build the resiliency of the Somali Minnesotan community
and address challenges facing Somali youth. Funded projects must provide culturally
and linguistically relevant services and a portion of the funding must be distributed in
greater Minnesota.

new text begin (b) $...... in fiscal year 2017 is appropriated from the general fund to the
commissioner of public safety for grants to local units of government to build relationships
with the Somali community by implementing or expanding the use of community liaison
officers or other innovative community policing initiatives. Grants funds may be used in
coordination with local, state, and federal law enforcement partnerships or partnerships
with nongovernmental organizations and social service providers.

new text begin (c) Grant recipients must report to the commissioner of public safety by July 31 of
each year on the services, programs, and initiatives provided; expenditures of grant money;
and an evaluation of the program's success in building resiliency in the Somali community.
The commissioner shall compile the grant recipient reports, and by November 1 of each
year, the commissioner shall submit a report to the chairs and ranking minority members
of the senate and house of representatives committees and divisions having jurisdiction
over criminal justice policy and funding with any legislative recommendations, including
additional grant funding, prevention strategies, or intervention models to support Somali
Minnesotans and build resiliency in the Somali community.
