  1.1                          A bill for an act 
  1.2             relating to education; working to improve students' 
  1.3             access to needed services.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [IMPROVING STUDENTS' ACCESS TO NEEDED 
  1.6   SERVICES.] 
  1.7      (a) School districts and the department of children, 
  1.8   families, and learning must work to improve students' access to 
  1.9   needed services affecting, among other things, students' 
  1.10  educational achievement, physical and mental health that 
  1.11  includes prevention measures, safety, security that includes 
  1.12  crisis management, and family communication that involves the 
  1.13  needs of and services to children.  Districts and the department 
  1.14  must consider the following nationally recommended staff to 
  1.15  student ratios when working to improve students' access to 
  1.16  needed services: 
  1.17     (1) one licensed school nurse to 750 students; 
  1.18     (2) one licensed school social worker to 800 students; 
  1.19     (3) one school psychologist to 1,000 students; 
  1.20     (4) one licensed school counselor to 250 secondary school 
  1.21  students; 
  1.22     (5) one licensed school counselor to 400 elementary school 
  1.23  students; and 
  1.24     (6) one or more school chemical health counselors who may 
  2.1   be one of the professionals listed in this paragraph if the 
  2.2   staff to student ratios are adjusted. 
  2.3      (b) Districts and the department must explore opportunities 
  2.4   for obtaining additional funds to improve students' access to 
  2.5   needed services including, among other sources, medical 
  2.6   assistance reimbursements, local collaborative time study funds, 
  2.7   federal funds under the Elementary and Secondary Education Act, 
  2.8   and specifically designated funds. 
  2.9      [EFFECTIVE DATE.] This section is effective the day 
  2.10  following final enactment.
