  1.1                          A bill for an act 
  1.2             relating to health and family security; authorizing 
  1.3             spending to acquire and to better public land and 
  1.4             buildings and other public improvements of a capital 
  1.5             nature with certain conditions; authorizing issuance 
  1.6             of bonds; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8   Section 1.  [HEALTH AND HUMAN SERVICES; APPROPRIATIONS.] 
  1.9      The sums in the column under "APPROPRIATIONS" are 
  1.10  appropriated from the bond proceeds fund, or another named fund, 
  1.11  to the state agencies or officials indicated, to be spent to 
  1.12  acquire and to better public land and buildings and other public 
  1.13  improvements of a capital nature, as specified in this act.

  1.20  Sec. 2.  HUMAN SERVICES 
  1.21  Subdivision 1.  To the

  2.11  extended treatment option (METO) 
  2.12  program on the Cambridge regional human 
  2.13  services center campus.  This is the 
  2.14  final state capital appropriation for 
  2.15  this project. 
  2.16  Subd. 5.  Moose Lake 
  2.17  Psychopathic Personality Center                       8,810,000
  2.18  To design, construct, furnish, and 
  2.19  equip additional residential and 
  2.20  ancillary service facilities for the 
  2.21  treatment of persons with sexual 
  2.22  psychopathic personalities.  The 
  2.23  commissioner shall examine all 
  2.24  available options for expanding these 
  2.25  facilities and services, including 
  2.26  further construction at the Moose Lake 
  2.27  treatment facility and the conversion 
  2.28  of unused buildings at regional 
  2.29  treatment center campuses and submit a 
  2.30  report with recommendations to the 
  2.31  relevant finance committees and 
  2.32  divisions in the house and senate as 
  2.33  soon as practicable.  Before proceeding 
  2.34  with this project, the commissioner 
  2.35  shall obtain the recommendations of the 
  2.36  chairs of the senate human resources 
  2.37  finance committee and the house ways 
  2.38  and means committee. 
  2.39  Sec. 3.  VETERANS HOMES BOARD 
  2.40  Subdivision 1.  To the commissioner
  2.41  of administration for the purposes
  2.42  specified in this section.
  2.43  Appropriations in this section are 
  2.44  exempt from the requirements of 
  2.45  Minnesota Statutes, section 16B.335                  12,054,000
  2.46  Subd. 2.  Minneapolis
  2.47  Veterans Home                                         6,341,000
  2.48  For design and infrastructure 
  2.49  improvements to tunnels, piping 
  2.50  systems, and utility systems at the 
  2.51  campus of the Minneapolis veterans home.
  2.52  Subd. 3.  Veterans Homes Board                        5,713,000 
  2.53  For design and renovation of the power 
  2.54  plant, boiler, and related utility 
  2.55  infrastructure systems at the campus of 
  2.56  the Hastings veterans home. 
  2.57     Sec. 4.  [BOND SALE AUTHORIZATION.] 
  2.58     To provide the money appropriated in this act from the bond 
  3.1   proceeds fund, the commissioner of finance, on request of the 
  3.2   governor, shall sell and issue bonds of the state in an amount 
  3.3   up to $29,408,000 in the manner, upon the terms, and with the 
  3.4   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  3.5   16A.675, and by the Minnesota Constitution, article XI, sections 
  3.6   4 to 7.  
  3.7      Sec. 5.  [EFFECTIVE DATE.] 
  3.8      This act is effective the day following final enactment.
