  1.1                          A bill for an act 
  1.2             relating to transportation; requiring the metropolitan 
  1.3             airports commission to provide rest rooms for drivers 
  1.4             of ground transportation vehicles; amending Minnesota 
  1.5             Statutes 2000, section 221.091, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 221.091, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [AUTHORITY OF METROPOLITAN AIRPORTS COMMISSION.] 
  1.10  Notwithstanding any other law: 
  1.11     (a) The metropolitan airports commission may regulate 
  1.12  ground transportation to and from an airport under its 
  1.13  jurisdiction, subject to the provisions of paragraph (b).  The 
  1.14  authority under this paragraph includes, but is not limited to, 
  1.15  regulating the number and types of transportation services, 
  1.16  making concession agreements, and establishing vehicle standards.
  1.17     (b) The metropolitan airports commission may regulate small 
  1.18  passenger vehicles, including taxicabs, serving an airport under 
  1.19  its jurisdiction only by ordinance.  An ordinance adopted under 
  1.20  this paragraph must at a minimum define taxicabs and provide for 
  1.21  driver qualifications, insurance, and vehicle safety, and may 
  1.22  provide for issuance of permits to taxicabs and other small 
  1.23  passenger vehicles and limits on the number of permits issued.  
  1.24  An ordinance under this paragraph may not provide for making 
  1.25  concession agreements relating to small passenger vehicle 
  2.1   service, including taxicabs. 
  2.2      (c) The metropolitan airports commission shall provide rest 
  2.3   rooms for all drivers of ground transportation vehicles, 
  2.4   including small passenger vehicles and taxicabs, at all holding 
  2.5   and staging areas including the curbside at the Lindbergh 
  2.6   Terminal and the waiting area in front of the Hubert H. Humphrey 
  2.7   International Charter Terminal.  The metropolitan airports 
  2.8   commission shall submit to the Federal Aviation Administration a 
  2.9   security plan which allows all drivers of ground transportation 
  2.10  vehicles access to rest rooms. 
  2.11     Sec. 2.  [EFFECTIVE DATE.] 
  2.12     Section 1 is effective the day after its final enactment.
