A bill for an act
relating to agriculture; appropriating money for a heritage oilseed and grain
initiative at the University of Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin HERITAGE OILSEEDS AND GRAINS; APPROPRIATION.

new text begin $2,500,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of agriculture for transfer to the Board of Regents of the University of Minnesota to evaluate,
propagate, and maintain the genetic diversity of oilseeds, grains, grasses, legumes, and other
plants including flax, timothy, barley, rye, triticale, alfalfa, orchard grass, clover, and other
species and varieties that were in commercial distribution and use in Minnesota prior to
1970, excluding wild rice. This appropriation includes funding for associated extension and
outreach to small and BIPOC farmers.
