  1.1                          A bill for an act 
  1.2             relating to education finance; providing increased 
  1.3             funding for reducing class size and full-day 
  1.4             kindergarten programs; appropriating money; amending 
  1.5             Minnesota Statutes 1999 Supplement, section 126C.10, 
  1.6             subdivision 1, and by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.9   126C.10, subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.11  year 2000 2001 and thereafter, the general education revenue for 
  1.12  each district equals the sum of the district's basic revenue, 
  1.13  basic skills revenue, class size reduction revenue, training and 
  1.14  experience revenue, secondary sparsity revenue, elementary 
  1.15  sparsity revenue, transportation sparsity revenue, total 
  1.16  operating capital revenue, equity revenue, referendum offset 
  1.17  adjustment, transition revenue, and supplemental revenue. 
  1.18     Sec. 2.  Minnesota Statutes 1999 Supplement, section 
  1.19  126C.10, is amended by adding a subdivision to read: 
  1.20     Subd. 4a.  [CLASS SIZE REDUCTION.] A school district's 
  1.21  additional class size reduction revenue is equal to $100 times 
  1.22  the district's adjusted marginal cost pupil units for that 
  1.23  year.  Class size reduction revenue must be reserved and must be 
  1.24  allocated by the school board to school sites to reduce class 
  1.25  size or to offer full-day kindergarten programs. 
  1.26     Sec. 3.  [APPROPRIATION.] 
  2.1      $87,480,000 is appropriated in fiscal year 2001 from the 
  2.2   general fund to the commissioner of children, families, and 
  2.3   learning for the purpose of section 2.  This money is in 
  2.4   addition to any other appropriation for the general education 
  2.5   revenue program. 
  2.6      Sec. 4.  [EFFECTIVE DATE.] 
  2.7      Sections 1 to 3 are effective July 1, 2000, for fiscal year 
  2.8   2001 and later.
