  1.1                          A bill for an act 
  1.2             relating to education funding; extending funding for 
  1.3             secondary vocational education for one additional 
  1.4             school year; appropriating money; amending Minnesota 
  1.5             Statutes 1999 Supplement, section 124D.453, 
  1.6             subdivision 3; Laws 1999, chapter 241, article 3, 
  1.7             sections 3, subdivision 2; and 5. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.10  124D.453, subdivision 3, is amended to read: 
  1.11     Subd. 3.  [CAREER AND TECHNICAL AID.] A district's career 
  1.12  and technical education aid for fiscal year years 2000 and 2001 
  1.13  equals the lesser of: 
  1.14     (a) $73 times the district's average daily membership in 
  1.15  grades 10 to 12; or 
  1.16     (b) 25 percent of approved expenditures for the following: 
  1.17     (1) salaries paid to essential, licensed personnel 
  1.18  providing direct instructional services to students in that 
  1.19  fiscal year for services rendered in the district's approved 
  1.20  career and technical education programs; 
  1.21     (2) contracted services provided by a public or private 
  1.22  agency other than a Minnesota school district or cooperative 
  1.23  center under subdivision 7; 
  1.24     (3) necessary travel between instructional sites by 
  1.25  licensed career and technical education personnel; 
  1.26     (4) necessary travel by licensed career and technical 
  2.1   education personnel for vocational student organization 
  2.2   activities held within the state for instructional purposes; 
  2.3      (5) curriculum development activities that are part of a 
  2.4   five-year plan for improvement based on program assessment; 
  2.5      (6) necessary travel by licensed career and technical 
  2.6   education personnel for noncollegiate credit bearing 
  2.7   professional development; and 
  2.8      (7) specialized vocational instructional supplies. 
  2.9      (c) Up to ten percent of a district's career and technical 
  2.10  aid may be spent on equipment purchases.  Districts using career 
  2.11  and technical aid for equipment purchases must report to the 
  2.12  department on the improved learning opportunities for students 
  2.13  that result from the investment in equipment.  
  2.14     Sec. 2.  Laws 1999, chapter 241, article 3, section 3, 
  2.15  subdivision 2, is amended to read: 
  2.16     Subd. 2.  [SECONDARY VOCATIONAL EDUCATION AID.] For 
  2.17  secondary vocational education aid according to Minnesota 
  2.18  Statutes, section 124D.453: 
  2.19       $11,335,000     .....     2000 
  2.20       $1,130,000 $11,300,000     .....     2001 
  2.21     The 2000 appropriation includes $1,159,000 for 1999 and 
  2.22  $10,176,000 for 2000.  The 2001 appropriation includes 
  2.23  $1,130,000 for 2000 and $10,170,000 for 2001.  
  2.24     Sec. 3.  Laws 1999, chapter 241, article 3, section 5, is 
  2.25  amended to read:  
  2.26     Sec. 5.  [REPEALER.] 
  2.27     Minnesota Statutes 1998, section 124D.453, is repealed 
  2.28  effective for revenue for fiscal year 2001 2002. 
  2.29     Sec. 4.  [EFFECTIVE DATE.] 
  2.30     Sections 1 to 3 are effective the day following final 
  2.31  enactment.
