  2.19  Sec. 3.  MINNESOTA STATE COLLEGES 
  2.20  AND UNIVERSITIES

  2.22  (a) Business and Industry Partnerships 
  2.23         -0-         10,000,000
  2.24  This appropriation is for activities to 
  2.25  enhance partnerships between colleges 
  2.26  and business and industry.  This 
  2.27  appropriation includes $450,000 to 
  2.28  review aviation maintenance program 
  2.29  needs and for equipment to upgrade the 
  2.30  aviation maintenance programs at 
  2.31  Minneapolis community and technical 
  2.32  college, Northland community and 
  2.33  technical college, and Winona/Red Wing 
  2.34  technical college to support new 
  2.35  industry and FAA requirements and to 
  2.36  provide customized training programs in 
  2.37  the Duluth area.  The board shall 
  2.38  review other related avionics programs 
  2.39  to determine program and equipment 
  2.40  needs.  The board shall review current 
  2.41  and prospective aviation maintenance 
  2.42  programs to ensure that program 
  2.43  offerings are fully coordinated across 
  2.44  the institutions, and that new aviation 
  2.45  maintenance courses, including courses 
  2.46  in composite fiber and avionics, are 
  2.47  established only to complement, and not 
  2.48  duplicate, existing FAA approved 
  2.49  programs offered by the system.  The 
  2.50  board shall report the results of its 
  2.51  review as part of the 2000-2001 
  2.52  biennial budget document.  $9,425,000 
  2.53  of this appropriation is nonrecurring. 
  2.54  This appropriation contains money for 
  2.55  campuses to increase the number of 
  2.56  students enrolled in internships by:  
  2.57  (1) restructuring programs to require 
  2.58  internships for more degree, diploma, 
  2.59  and certificate programs; (2) providing 
  2.60  incentives for business to train, 
  2.61  place, and retain hard-to-place 
  2.62  individuals; and (3) expanding 
  3.1   partnerships with businesses to train 
  3.2   and place students in high-demand 
  3.3   occupations. 
  3.4   (b) Enhancing Allocations 
  3.5          -0-         20,000,000
  3.6   This appropriation is to reduce the 
  3.7   funding variances in state 
  3.8   appropriations per full year equivalent 
  3.9   student among MnSCU institutions.  
  3.10  Variances shall be addressed within 
  3.11  categories of institutions of the same 
  3.12  type.  The allocation method used to 
  3.13  address the variances may also take 
  3.14  into account other contributing factors 
  3.15  including, but not limited to, campus 
  3.16  size, types and costs of programs, and 
  3.17  instructional/program level. 
  3.18  The allocations to the institutions 
  3.19  from this appropriation are for all 
  3.20  campuses to foster student success and 
  3.21  may include, but are not limited to:  
  3.22  an equipment base adjustment; and 
  3.23  training for students, faculty, and 
  3.24  staff in instructional technology.  
  3.25  The legislature expects the system 
  3.26  office to develop an allocation model 
  3.27  beginning with fiscal year 2000.  The 
  3.28  model should minimize campus and system 
  3.29  reliance on one-time funds, and also 
  3.30  reduce variation in per full year 
  3.31  equivalent funding among institutions 
  3.32  of the same type.  In developing the 
  3.33  allocation model, the board shall 
  3.34  consider relevant instructional cost 
  3.35  data, including, but not limited to, 
  3.36  information required by Minnesota 
  3.37  Statutes, section 135A.031, subdivision 
  3.38  7.  The board of trustees shall report 
  3.39  on the model as part of its 2000-2001 
  3.40  biennial budget request. 
  3.41  (c) Libraries 
  3.42         -0-          3,000,000
  3.43  This appropriation is for the 
  3.44  acquisition of library materials and 
  3.45  equipment. 
  3.46  (d) Colleges of Education Curriculum 
  3.47  Redesign and Technology 
  3.48         -0-          3,000,000
  3.49  This appropriation is for colleges of 
  3.50  education to redesign their curriculum 
  3.51  to prepare teachers to work with the 
  3.52  Minnesota graduation rule, and to 
  3.53  integrate the use of computers and 
  3.54  technology into their teaching 
  3.55  methods.  The redesign of curriculum 
  3.56  shall ensure that course content impart 
  3.57  knowledge and develop teaching skills 
  3.58  that will enable the students to be 
  3.59  effective teachers.  The legislature 
  3.60  intends that the universities link with 
  4.1   school districts to ensure that the 
  4.2   college of education faculty, district 
  4.3   teachers, and students preparing to be 
  4.4   future teachers are prepared for K-12 
  4.5   conditions and demands, including 
  4.6   having technological skills necessary 
  4.7   for the classroom and for implementing 
  4.8   the graduation rule.  This 
  4.9   appropriation is nonrecurring. 
  4.10  (e) State Council on Vocational Technical Education 
  4.11  The state council on vocational 
  4.12  technical education shall sunset June 
  4.13  30, 1999. 
  4.14  The appropriation in Laws 1997, chapter 
  4.15  183, article 1, section 3, subdivision 
  4.16  1, includes money in the second year 
  4.17  for the state council on vocational 
  4.18  technical education, and the board 
  4.19  shall provide to the council an 
  4.20  additional amount not to exceed $50,000 
  4.21  to enable the council to properly 
  4.22  perform its functions. 
  4.23  (f) Technology Purchases 
  4.24  Prior to purchasing any new technology 
  4.25  or related equipment from 
  4.26  appropriations under this section, the 
  4.27  system shall ensure that purchased 
  4.28  items are year 2000 compliant. 
  4.29  Sec. 4.  UNIVERSITY OF MINNESOTA        -0-          36,000,000
  4.30  Subdivision 1.  Operations and Maintenance 
  4.31  (a) Initiatives 
  4.32         -0-         31,850,000
  4.33  This appropriation is for strategic 
  4.34  academic initiatives in digital 
  4.35  technology, molecular and cellular 
  4.36  biology, and design; an equipment base 
  4.37  adjustment; a faculty set-up and 
  4.38  equipment fund; a rapid agricultural 
  4.39  response fund to conduct research to 
  4.40  solve problems including but not 
  4.41  limited to those affecting spring 
  4.42  wheat, barley, canola, potatoes, and 
  4.43  respiratory diseases affecting turkeys; 
  4.44  and faculty and staff compensation.  
  4.45  $12,175,000 of this appropriation is 
  4.46  nonrecurring. 
  4.47  (b) Law Clinics 
  4.48         -0-            250,000
  4.49  This appropriation is for the law 
  4.50  clinic programs in the law school.  The 
  4.51  appropriation must be used to increase 
  4.52  the number of students and faculty who 
  4.53  participate in the clinics, expand 
  4.54  support services, and acquire supplies 
  4.55  necessary to provide legal services to 
  4.56  a greater number of Minnesota citizens 
  4.57  with limited incomes. 
  5.1   (c) Project Inform 
  5.2          -0-            250,000
  5.3   This appropriation is to enhance and 
  5.4   expand the work of Project Inform in 
  5.5   providing outreach and information to 
  5.6   K-12 students and their families, 
  5.7   particularly in schools without 
  5.8   counselors.  This program shall be 
  5.9   coordinated by the University, but 
  5.10  shall be operated in conjunction with 
  5.11  the Minnesota State Colleges and 
  5.12  Universities.  Private colleges are 
  5.13  requested to participate.  This 
  5.14  appropriation is nonrecurring. 
  5.15  (d) Technology Purchases 
  5.16  Prior to purchasing any new technology 
  5.17  or related equipment from 
  5.18  appropriations under this section, the 
  5.19  University shall ensure that purchased 
  5.20  items are year 2000 compliant. 
  5.21  Subd. 2.  Agriculture Specials
  5.22         -0-          3,650,000 
  5.23  This appropriation is for agricultural 
  5.24  research and outreach.  
  5.25  Sec. 5.  POST-SECONDARY SYSTEMS 
  5.26  The board of trustees and the board of 
  5.27  regents are requested to jointly 
  5.28  evaluate the costs and benefits and 
  5.29  need throughout the state for 
  5.30  practitioner-oriented doctoral degree 
  5.31  opportunities.  The boards shall report 
  5.32  their recommendations as part of their 
  5.33  2000-2001 biennial budget request. 
  5.34     Sec. 6.  Minnesota Statutes 1997 Supplement, section 
  5.35  41D.03, subdivision 4, is amended to read: 
  5.36     Subd. 4.  [EMPLOYEES.] (a) The council shall employ persons 
  5.37  who shall serve in the unclassified service. 
  5.38     (b) The employees hired under this subdivision and any 
  5.39  other necessary employees hired by the council shall be state 
  5.40  employees in the executive branch of the University of Minnesota.
  5.41     Sec. 7.  Minnesota Statutes 1996, section 136A.101, 
  5.42  subdivision 7b, is amended to read: 
  5.43     Subd. 7b.  [HALF TIME.] "Half time" means enrollment in a 
  5.44  minimum of eight six credits per quarter or semester, or the 
  5.45  equivalent. 
  5.46     Sec. 8.  Minnesota Statutes 1997 Supplement, section 
  5.47  136A.121, subdivision 5, is amended to read: 
  6.1      Subd. 5.  [GRANT STIPENDS.] The grant stipend shall be 
  6.2   based on a sharing of responsibility for covering the recognized 
  6.3   cost of attendance by the applicant, the applicant's family, and 
  6.4   the government.  The amount of a financial stipend must not 
  6.5   exceed a grant applicant's recognized cost of attendance, as 
  6.6   defined in subdivision 6, after deducting the following:  
  6.7      (1) the assigned student responsibility of at least 50 47 
  6.8   percent of the cost of attending the institution of the 
  6.9   applicant's choosing; 
  6.10     (2) the assigned family responsibility as defined in 
  6.11  section 136A.101; and 
  6.12     (3) the amount of a federal Pell grant award for which the 
  6.13  grant applicant is eligible. 
  6.14     The minimum financial stipend is $300 per academic year. 
  6.15     Sec. 9.  Minnesota Statutes 1996, section 136F.46, 
  6.16  subdivision 1, is amended to read: 
  6.17     Subdivision 1.  [REQUEST; WARRANT.] The commissioner of 
  6.18  finance, upon the written request of an employee of the board, 
  6.19  may deduct from an employee's salary or wages the amount 
  6.20  requested for payment to a nonprofit state college or university 
  6.21  foundation meeting the requirements in subdivision 2.  The 
  6.22  commissioner shall issue a warrant for the deducted amount to 
  6.23  the nonprofit foundation.  The Penny fellowship and the Nellie 
  6.24  Stone Johnson scholarship program of the Minnesota state 
  6.25  university student association shall be considered a nonprofit 
  6.26  state college and university foundation foundations for purposes 
  6.27  of this section. 
  6.28     Sec. 10.  Laws 1996, chapter 366, section 6, as amended by 
  6.29  Laws 1997, chapter 183, article 3, section 31, is amended to 
  6.30  read: 
  6.31     Sec. 6.  [MORATORIUM.] 
  6.32     Notwithstanding any law to the contrary, until June 30, 
  6.33  1998 1999, an educational institution that was licensed under 
  6.34  Minnesota Statutes, chapter 141, on December 31, 1995, must 
  6.35  continue to comply with the provisions of that chapter and may 
  6.36  not use any of the exemptions available under Minnesota 
  7.1   Statutes, section 141.35. 
  7.2      Sec. 11.  Laws 1997, chapter 183, article 1, section 2, 
  7.3   subdivision 6, is amended to read: 
  7.4   Subd. 6.  Learning Network of Minnesota
  7.5        5,500,000      5,292,000
  7.6   Up to $1,500,000 of this amount is to 
  7.7   assist in establishing a gigabit 
  7.8   capacity point of presence at the 
  7.9   University of Minnesota-Twin Cities and 
  7.10  to support the University's 
  7.11  participation in the national Internet 
  7.12  2 initiative for research and 
  7.13  development of telecommunications 
  7.14  networks.  This appropriation is 
  7.15  available to the extent matched by the 
  7.16  University of Minnesota or private 
  7.17  sources. 
  7.18  This appropriation includes money for 
  7.19  quality improvements and inter-region 
  7.20  and interstate connectivity for MnNet. 
  7.21  This appropriation does not cancel but 
  7.22  is available until expended. 
  7.23     Sec. 12.  Laws 1997, chapter 183, article 2, section 19, is 
  7.24  amended to read: 
  7.25     Sec. 19.  [NATIONAL SERVICE SCHOLARS PROGRAM.] 
  7.26     A national service scholars program is established under 
  7.27  the administration of the higher education services office to 
  7.28  match scholarship grants made under the National Service 
  7.29  Scholars program of the Corporation for National Service to 
  7.30  students attending Minnesota high schools and who will attend a 
  7.31  Minnesota post-secondary institution.  Not more than one 
  7.32  matching grant of $500 may be made for each high school per 
  7.33  year.  The state money shall be available until June 30, 1999 
  7.34  the participants for whom the money was appropriated are no 
  7.35  longer eligible to draw benefits, if federal money is available. 
  7.36     Sec. 13.  [REPEALER.] 
  7.37     Minnesota Statutes 1996, section 137.01, is repealed. 
  7.38     Sec. 14.  [EFFECTIVE DATE.] 
  7.39     Section 6 is effective the day following final enactment.
