A bill for an act
relating to human services; appropriating money to the commissioner of human
services for a grant to Family Values for Life.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; FAMILY VALUES FOR LIFE.

new text begin (a) $500,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of human services for a grant to Family Values for Life to:

new text begin (1) continue and expand programs to assist low-income families on St. Paul's east
side to achieve stability and economic security, including providing women of color who
are single parents with life skills needed to enter the workforce;

new text begin (2) hire additional staff;
new text end

new text begin (3) build a sustainable organizational structure;
new text end

new text begin (4) recruit more families to participate in Family Values for Life programs; and
new text end

new text begin (5) provide individualized outreach to families that participate in Family Values for
Life's annual back-to-school event.

new text begin (b) Low-income women of color who are single parents must receive priority for
grant funds.

new text begin (c) For purposes of this section, "women of color" means females 18 years of age or
older who self-identify as American Indian, Asian, Black, or Hispanic.

new text begin (d) This is a onetime appropriation and is available until expended.

new text begin (e) By January 15, 2019, the commissioner of human services shall submit a report
to the legislative committees and divisions with jurisdiction over human services policy
and finance detailing the use of the grant funds under this section. If data is available, the
report must contain data that is disaggregated by race, cultural groups, family income,
age, geographical location, migrant or foreign immigrant status, disability, status of
homelessness, primary language, and whether the participant is an English learner under
Minnesota Statutes, section 124D.59.
