A bill for an act
relating to human services; appropriating money for county social services;
requiring a mandated report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) By January 15, 2009, the commissioner of human services, in consultation with
counties and child advocacy organizations, shall issue a mandated report under Minnesota
Statutes, section 3.195, to the legislature with a proposal for how to begin funding services
to children in need of protection with new state revenues by July 1, 2009.

new text begin (b) $30,000,000 is appropriated in fiscal year 2009 to the commissioner of human
services from the general fund for distribution in the form of grants to counties and tribes
by January 1, 2009. The commissioner shall distribute the grants proportionate to each
affected county or tribe's targeted case management federal earnings for calendar year
2005. Counties and tribes shall use these funds to pay for social service-related costs, but
the funds are not subject to provisions of the Children and Community Services Act
grant under Minnesota Statutes, chapter 256M. This appropriation is available to counties
until expended.
