A bill for an act
relating to human services; directing commissioner of management and budget to
forecast the basic sliding fee child care assistance program; appropriating money
to fund the basic sliding fee child care assistance program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DIRECTION TO COMMISSIONER OF MANAGEMENT AND BUDGET.

new text begin The state obligation for the basic sliding fee child care assistance program under
Minnesota Statutes, section 119B.03, must be included in the Minnesota Management and
Budget February and November forecast of state revenues and expenditures under Minnesota
Statutes, section 16A.103, beginning with the November 2019 forecast, to ensure access to
child care assistance program services for all eligible applicants.

Sec. 2. new text begin APPROPRIATION; BASIC SLIDING FEE CHILD CARE PROGRAM.

new text begin $....... in fiscal year 2020 and $....... in fiscal year 2021 are appropriated from the general
fund to the commissioner of human services for the purposes of funding the basic sliding
fee child care assistance program under Minnesota Statutes, section 119B.03, to eliminate
the wait list for child care assistance program services.
