A bill for an act
relating to real property; prohibiting aggregation of parcels of land in regulatory
takings cases; proposing coding for new law in Minnesota Statutes, chapter 117.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin In all cases involving the regulatory taking of private property by a state law, or by an
ordinance, order, or regulation of an agency or political subdivision of the state, the court
may not aggregate separate, but contiguous, parcels of land under common ownership when
assessing whether such taking has occurred.
