  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; requiring study of 
  1.3             documentation requirements and impacts for immigrants 
  1.4             to obtain drivers' licenses; requiring report to 
  1.5             legislature. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [STUDY OF REQUIRED DOCUMENTATION FOR DRIVER'S 
  1.8   LICENSE APPLICATION.] 
  1.9      (a) The commissioner of administration, through the 
  1.10  department's management analysis division, shall conduct a study 
  1.11  of required documentation for driver's license applications.  
  1.12  The study must include, among other things: 
  1.13     (1) the impact of current documentation requirements on 
  1.14  undocumented immigrants; 
  1.15     (2) the relationship between current documentation 
  1.16  requirements and the number of undocumented immigrants who are 
  1.17  unlicensed or uninsured drivers; 
  1.18     (3) the feasibility and impacts, including potential 
  1.19  impacts on legitimate state security interests, of modifying 
  1.20  Minnesota Rules to provide that a passport and an individual tax 
  1.21  identification number from the Internal Revenue Service are 
  1.22  acceptable forms of identification to support a driver's license 
  1.23  application; 
  1.24     (4) other potential modifications of Minnesota Rules that 
  1.25  would enable an increased number of undocumented immigrants to 
  2.1   obtain drivers' licenses without compromising the state's duty 
  2.2   to maintain security; and 
  2.3      (5) a survey of the experience in other states that have 
  2.4   liberalized their documentation requirements to facilitate 
  2.5   driver licensure of undocumented immigrants, business 
  2.6   organizations, and insurance companies. 
  2.7      (b) In conducting this study, the commissioner shall 
  2.8   consult with the Immigration and Naturalization Service, local 
  2.9   law enforcement agencies, and groups that represent the 
  2.10  interests of working immigrants, business organizations, and 
  2.11  insurance companies. 
  2.12     (c) The commissioner shall report the results of this study 
  2.13  to the committees with jurisdiction over transportation policy 
  2.14  in the house of representatives and the senate, by February 15, 
  2.15  2003.  The report must include recommendations of any 
  2.16  appropriate changes in law and rules, based on the 
  2.17  commissioner's findings.
