  1.1                          A bill for an act 
  1.2             relating to motor vehicles; authorizing issuance of 
  1.3             special license plates supporting adoption; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 168. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [168.1299] [SPECIAL "CHOOSE LIFE" PLATES; 
  1.8   ACCOUNT.] 
  1.9      Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] (a) 
  1.10  The registrar shall issue special "Choose Life" license plates 
  1.11  to an applicant who: 
  1.12     (1) is an owner or joint owner of a passenger automobile, 
  1.13  pickup truck, or van; 
  1.14     (2) pays a fee of $10 to cover the costs of handling and 
  1.15  manufacturing the plates; 
  1.16     (3) pays the registration tax required under section 
  1.17  168.013; 
  1.18     (4) pays the fees required under this chapter; 
  1.19     (5) pays a minimum contribution of $22 to the special 
  1.20  account created in subdivision 5; and 
  1.21     (6) complies with laws and rules governing registration and 
  1.22  licensing of vehicles and drivers. 
  1.23     (b) The "Choose Life" license plate application form must 
  1.24  clearly indicate that the contribution specified under paragraph 
  1.25  (a), clause (5), is a minimum contribution to receive the 
  2.1   license plates and that the applicant may make an additional 
  2.2   contribution to the account. 
  2.3      Subd. 2.  [DESIGN.] The registrar shall design the special 
  2.4   plates featuring a brightly colored, crayon-like drawing image 
  2.5   of two children and the words "Choose Life." 
  2.6      Subd. 3.  [NO REFUND.] Contributions under this section are 
  2.7   not refundable. 
  2.8      Subd. 4.  [PLATE TRANSFERS.] Notwithstanding section 
  2.9   168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.10  plates issued under this section may be transferred to another 
  2.11  passenger automobile, pickup truck, or van owned or jointly 
  2.12  owned by the person to whom the special plates were issued. 
  2.13     Subd. 5.  [ADOPTION SUPPORT ACCOUNT.] Contributions under 
  2.14  subdivision 1, clause (5), must be paid to the registrar and 
  2.15  credited to a special account known as the adoption support 
  2.16  account, which is established in the general fund.  Money in the 
  2.17  account is annually appropriated to the commissioner of human 
  2.18  services to be disbursed for the purpose of promoting and 
  2.19  supporting adoption activities and programs.  
  2.20     Subd. 6.  [RECORD.] The registrar shall maintain a record 
  2.21  of the number of special plates issued under this section.
