1.1 A bill for an act 1.2 relating to economic development; changing the 1.3 requirements for a study of job-training programs; 1.4 amending Laws 1997, chapter 200, article 1, section 1.5 33, by adding subdivisions. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Laws 1997, chapter 200, article 1, section 33, 1.8 is amended by adding a subdivision to read: 1.9 Subd. 4. [WAGE RATE STUDY.] The commissioners must 1.10 identify which of the job-training programs studied: 1.11 (1) produced jobs paying at least 120 percent of the 1.12 federal poverty level initially; 1.13 (2) produced jobs paying at least a livable wage initially; 1.14 (3) produced jobs where the employees were either retained 1.15 for at least five years or advanced; and 1.16 (4) produced jobs which led to further advancement by 1.17 program participants. 1.18 Sec. 2. Laws 1997, chapter 200, article 1, section 33, is 1.19 amended by adding a subdivision to read: 1.20 Subd. 5. [BREAKDOWN OF INFORMATION.] The commissioners 1.21 shall report the information required by this section separately 1.22 for each of the following groups: men, women, Blacks, Native 1.23 Americans, Hispanics, Asians, persons under 25, persons between 1.24 25 and 45, and persons over 45. 1.25 Sec. 3. [EFFECTIVE DATE.] 2.1 Sections 1 and 2 are effective the day following final 2.2 enactment.
