  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; requiring certain young 
  1.3             males to have personal information submitted to 
  1.4             selective service system, upon applying for issuance 
  1.5             or renewal of a driver's license or instruction permit 
  1.6             or a Minnesota identification card; amending Minnesota 
  1.7             Statutes 2000, section 171.04, by adding a subdivision.
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 171.04, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 3.  [COMPLIANCE WITH SELECTIVE SERVICE ACT.] In order 
  1.12  to ensure that an applicant for an original, duplicate, or 
  1.13  renewal instruction permit, provisional license, driver's 
  1.14  license, commercial driver's license, or Minnesota 
  1.15  identification card is in compliance with section 3 of the 
  1.16  Military Selective Service Act, United States Code, title 50 
  1.17  appendix, sections 451, et seq., the department of public safety 
  1.18  shall forward to the United States Selective Service System in 
  1.19  an electronic format the necessary personal information required 
  1.20  to register an applicant who is a male under the age of 26.  The 
  1.21  applicant's submission of the application constitutes 
  1.22  authorization to the department to forward to the United States 
  1.23  Selective Service System the necessary information for 
  1.24  registration.  The department shall notify the applicant on the 
  1.25  application that his submission of the application constitutes 
  1.26  consent to be registered with the United States Selective 
  2.1   Service System, if required by federal law.
