A bill for an act
relating to health; appropriating money for a grant to Oromo Community of
Minnesota to address cultural community mental health, violence behaviors, trauma,
and drug use.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; OROMO COMMUNITY OF MINNESOTA.

new text begin (a) $2,000,000 in fiscal year 2024 and $2,000,000 in fiscal year 2025 are appropriated
from the general fund to the commissioner of health for a grant to Oromo Community of
Minnesota to address: (1) cultural community mental health; (2) violence behaviors; (3)
trauma and drug use occurring due to violent behaviors; and (4) prevention strategies.

new text begin (b) The services delivered may include but are not limited to expressive and receptive
communication programs, including navigators and healing circles with families and the
community. Oromo Community of Minnesota will launch an East African opioid treatment
program that delivers services in a culturally appropriate manner. Oromo Community of
Minnesota must use one-third of the funds received under this section for East African youth
programs targeted at communities outside the seven-county metropolitan area. This is a
onetime appropriation and is available until June 30, 2026.
