  1.2             relating to education; providing site-based funding 
  1.3             for full-day kindergarten, technology enhancements, 
  1.4             and gifted and talented programming; appropriating 
  1.5             money; amending Minnesota Statutes 1996, section 
  1.6             124A.22, by adding a subdivision; Minnesota Statutes 
  1.7             1997 Supplement, section 124A.22, subdivision 1. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.10  124A.22, subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [GENERAL EDUCATION REVENUE.] (a) For fiscal 
  1.12  years 1997 and 1998, the general education revenue for each 
  1.13  district equals the sum of the district's basic revenue, 
  1.14  compensatory education revenue, secondary sparsity revenue, 
  1.15  elementary sparsity revenue, transportation sparsity revenue, 
  1.16  total operating capital revenue, transition revenue, and 
  1.17  supplemental revenue. 
  1.18     (b) For fiscal year 1999 and thereafter, the general 
  1.19  education revenue for each district equals the sum of the 
  1.20  district's basic revenue, basic skills revenue, training and 
  1.21  experience revenue, secondary sparsity revenue, elementary 
  1.22  sparsity revenue, transportation sparsity revenue, total 
  1.23  operating capital revenue, site-based revenue, transition 
  1.24  revenue, and supplemental revenue. 
  1.25     Sec. 2.  Minnesota Statutes 1996, section 124A.22, is 
  1.26  amended by adding a subdivision to read: 
  2.1      Subd. 14.  [SITE-BASED REVENUE.] (a) A district's 
  2.2   site-based revenue equals $....... times the number of actual 
  2.3   pupils enrolled at each school site for that year.  
  2.4      (b) Site-based revenue must be reserved and used only for 
  2.5   full-day kindergarten, technology enhancements, or gifted and 
  2.6   talented programs. 
  2.7      (c) Site-based revenue must be allocated to each school 
  2.8   site based on the proportion of the district's pupils enrolled 
  2.9   at that site during the previous fall. 
  2.10     (d) A school site decision-making team, as defined in 
  2.11  section 123.951, subdivision 2, paragraph (a), or the 
  2.12  instruction and curriculum advisory committee under section 
  2.13  123.972, subdivision 3, if the school has no site decision team, 
  2.14  shall determine how the revenue must be spent consistent with 
  2.15  paragraph (b). 
  2.16     Sec. 3.  [EFFECTIVE DATE.] 
  2.17     Section 1 is effective July 1, 1998.
